WebSabin's "blitz" moves require you to press button combos to execute, and often they require a "down-left" or "down-right" inpuy on the d-pad (I.e. pressing both down and left on the d-pad at the same time). In the control options the emulator doesnt seem to have a way to recognize this diagonal directional input.
